You can open multiple PDFs in the same window, but the UI is different. OP here, I found a more technical work around to this.

I understand that one of the main uses of viewing multiple PDFs in one window is actually joining them into a single file. However, the original question is only about viewing them, which I also wanted to get back. There are countless tools to split and join PDFs (one I like is PDFGenius because of the powerful compress options), and I would argue that this workaround is not really answering the question, nor is it any way safe. I'd be careful using cli tools for pdfs. In the worst case, you might end up losing important PDFs by overwriting them.–Nov 16 '17 at 7:42.

When changes are made to a single page and saved, those changes are saved to the original PDF document overwriting only that page of the multi page PDF file. Aside from a global view of the document as art boards, this works for most cases.Other Methods: Illustrator doesn't have a way to open a multi page PDF as an.ai file with multiple artboards. One way is with scripts and achieve a conversion or open PDF pages one by one and drag and drop them into a new.ai file presetted with the number of desired artboards.
